BEPPE GRILLO CANDIDATE AND PLEBISCITO.EU SIGNED AN AGREEMENT PROTOCOL ON THE REFERENDUM OF INDEPENDENCE OF VENETO

Jacopo Berti supports also the plan to obtain the international recognition of the new Venetian Republic.

IMG_0661Yesterday in Padua, Mr. Jacopo Berti, candidate for becoming governor of Veneto with Beppe Grillo’s 5 Stars Movement and Mr. Gianluca Busato, president of Plebiscito.eu, signed the historical agreement protocol on the referendum for independence of Veneto, freely held from the 16th to 21st of March 2014.

Once again, the spotlights are on the event that surprised the whole Europe last year, bringing for the first time the world’s attention on the Venetian question, starting a year in the name of independence. As known, the Venetian digital referendum was then followed by other two referendum (held in Scotland and Catalunia) and today it gains a new level in recognition and certification after the assessment produced by Engineering Ingegneria Informatica Spa, which verified the data reliability and after the final report issued by the International Observers Committee (IOC), a team of observers from different nations of the world, including the United States, Russia, Ukraine, Syria, Moldova, Georgia and Czech Republic and representative of a plural arc of political orientations (the observers had been selected in accordante with the principles established by the Commission Communication 191 EU on assistance and observation for elections held in the EU). As known, too, the IOC certified the voting process as genuine, reliable, free and legitimate as carried out in accordante with the principles required by the international organizations and, specifically, the principles of the CSCE / OECD Document of Copenhagen Meeting (held on the 26th of June 1990).

Now the time has come for the first official recognition by an influential representative of the first political force in consent (received during the last elections of the Italian parliament): the Venetian governor candidate Mr. Jacopo Berti, who has signed an agreement protocol with Mr. Gianluca Busato, binding himself to recognize the legitimacy of the referendum for independence of Veneto, freely held from the 16th to the 21st of March 2014.

The agreement protocol raises the level of the actual institutional contest, as the Venetian governor candidate Mr. Jacopo Berti with his signature recognizes, supports and promotes the action plan carried out by the Delegation of the Ten, freely elected during the referendum for independence of Veneto and focused on the international recognition of the results recorded during the digital referendum and the legitimacy of the re-born Venetian Republic.
Therefore, the agreement protocol overcomes all the difficulties emerged in the Venetian Regional Council which prevented the application of the regional law n. 16/2014 which have blocked the holding of an institutional referendum for the independence of Veneto, after the Constitutional Court of the Italian government contested the law.

IMG_0655Also under a legal point of view, the digital referendum of independence of Veneto held from the 16th to the 21st of March 2014, has then allowed the concrete implementation of the resolution n. 44 of 28th of November 2012, issued by the Venetian Regional Council, which provided the need to respect the will of the Venetian People and its un-touchable right to self-determination, in compliance with the International and Italian laws.

Such an example opened the gates for freedom to other regions and peoples who wished, wish and will wish to follow the same path marked by the Venetian independence process.

In case of election, Mr. Jacopo Berti has also pledged himself to allow the Delegation of the Ten to use the institutional representative rooms and locals of the Veneto Region, as to inform the Venetian people and the press on all the actions pertaining with its institutional activities.

Schermata 2014-03-22 alle 03.26.08Seen this high recognition of the fundamental democratic principles, the use of new digital communication technologies that has enabled a continuous exercise of direct democracy, the compliance with the international laws and firstly of the holy right to self-determination of peoples, the referendum committee Plebiscito.eu supports, promotes and gives indication to vote mr. Jacopo Berti as President of the Veneto Region.

The signed agreement protocol is valid and binding for the whole electoral mandate that the governor candidate Mr. Jacopo Berti will receive from the Venetian People on the 31st of May 2015, during the elections for leading the Veneto region. The agreement protocol will be ultimately ruled by the Arbitration Rules and Conciliation Center of International Arbitration of the Federal Economic Chamber in Vienna (Vienna Rules) by one or more arbitrators appointed in accordance with this Regulation.

Mr. Gianluca Busato (who this evening will preside over the meeting of the provisional Venetian Parliament which will be held from the 20.30 in Silea at the Tamai center in Via Roma 81), commented: “Now, after the scientific and diplomatic certifications, the referendum for independence of Veneto (held from the 16th to the 21st of March 2014) gains another important recognition in legitimacy, confirming to be one and only binding and decisive political act that overtake any constitutional barrier attempt. Plebiscito.eu asked all the governor candidates in Veneto, without any distinction and with transparency, for signing the agreement protocol. Among all of them, Mr. Jacopo Berti showed courage and institutional responsibility in being a champion of democracy and freedom: we take note and he will be surely awarded with the vote on next Sunday. We proceed steering the starboard towards the full independence, adding another heavy and steady brick in building the new, solid, free and indipendent Venetian Republic.”

VENETIAN REPUBLIC WILL BE AN INDEPENDENT CRYPTO-STATE?

A new strike for the organization become famous thanks to the digital referendum held from the 16th to the 21st of March 2014 for the independence of Veneto.

The Economic transactions for the obtained services will can take place directly into the platform, through a Venetian crypto-currency. Any Venetian citizen holding a personal account in crypto-currency, will be able to pick them up for doing what he likes better. For example, the Venetian crypto-currency may be used in exchange systems to turn them into euro, dollar, yuan or in other crypto-currencies, such as bitcoin.

The public provided services will be the evidence of that complex and innovative technological architecture that will make them possible.

Some examples of the public services the Venetian citizens will be provided with: from the digital citizenship and residence to the electoral system, from the tax system to health, state and social services. In addition, the Venetian citizens will can also offer and request guaranteed and certified private services, remaining completely anonymous in front of the Italian state.

The data of the Venetian crypto-state will enjoy an intrinsic protection, afforded by the different adopted technologies which will range (depending on the needs) by public or private encrypted distributed systems, using for example the blockchain or other P2P technologies or even traditional database.

From a technical point of view, the under construction public registry and contracts system (with public and private ledger and smart contracts technology) is similar to the one provided today by Ethereum, with a particular focus on the adaptability features that guarantee a long term “technological” shelf life, as suggested by Tezos’ position.

INTERNATIONAL OBSERVERS: “THE REFERENDUM FOR THE INDEPENDENCE OF VENETO WAS FREE, VALID, DEMOCRATIC AND LEGITIMATE”

In Venice, on the 28th of March 2015, the Commission of International Observers has delivered to Plebiscito.eu the Final Report on the Referendum, held in Veneto from the 16th to the 21st of March 2014. Gianluca Busato states: “The plebiscitarian majority for the independence of Veneto, now is politically binding. We will move to the international level. “

D3S_0391[Venice,30th of March 2015] – On the 28th of March 2015, in the beautiful setting of the Fireplace room at Ca ‘Vendramin-Calergi in Venice, a new page of history has been written: the International Observers Commission (IOC) delivered the Final Report on the referendum for the independence of Veneto, held from the 16th to the 21st of March 2014, confirming the overwhelming victory of Yes with 89,1% of over 2,3 million votes in favour of the independence of Veneto.

The event, introduced and moderated by prof. Romano Toppan, saw the contributions from the IOC, chaired by the former Ambassador of Georgia in Italy, dr. Beglar Davit Tavartkiladze and the President of the Organizing Committee of the Referendum, Plebiscito.eu, dr. eng. Gianluca Busato. After the end of the ceremony, the IOC was saluted with a thanksgiving cocktail and musical farewell in the adjacent Regia room.

firma-coiThe IOC, comprising observers from different nations of the world (including the United States, the Russian Federation, Ukraine, Syria, Moldova, Georgia, Czech Republic) and representatives of an arc of plural political orientations, has been selected by the president of the Commission (invited by the Organising Committee for the purpose of the referendum), according to the principles laid down by the EU Commission Communication 191 on assistance and monitoring during the elections.

D3S_0457Among the appointments within the Commission, we quote some senior figures, including: Dr. George Kurdadze (Georgia, Transatlantic Studies Center, NATO Project), Dr. George Chikovani (USA, Founder member and Director of the Board Conflict Management International Institute Corp., Harvard Project), Dr. Franco Barion (Italy), Dr. Valekh Shakhverdiev (Ukraine), Dr. Khyzir Ugurchiev (Russian Federation), Dr. Najwa Zerik (Syria), Dr. Sergey Dedanin (Czech Republic ), Dr. Zviadi Tsaguriya (USA). Some observers have had to resign during the course of the operations because of other working abroad reasons or health problems: Dr. John Stancarone (Italy) and Dr. Robert De Jong, Netherlands).

D3S_0475The Final Report of the IOC is composed of a long relationship which has analyzed every step of the referendum:

  • the introduction explained how the referendum had come to be announced and how the IOC was made up, in accordance with the principles of the international organizations in the field of elections and referendum;
  • the recognition of the legal basis of the referendum;
  • the analysis of the voters’ database;
  • the citizens’ code to vote generation procedure;
  • the technical features of the platform;
  • the reliability of the data;
  • the analysis of the preparatory stages of the referendum;
  • its voting procedure;
  • the verification of the results;
  • a punctual analysis of any irregularity or difficulty that could had affected the validity of the vote, confirming the final vote of more than 2.3 millions of Venetians with voting right, of which the 89.10% voted “Yes” for the independence.

The conclusions are summarized as follows:

press“The IOC performed a series of checks on the organizational level of the referendum, in order to guarantee the vote to be authentic, free and legitimate.

It was found that the votes were carried out under a responsible and transparent method and that the voting system provided a real choice to the voter.

The elections have been conducted in a free environment: voters have been able to express a preference, free and far away from any intimidation, violence or administrative interference.

It was ensured the secrecy of the vote, except for limited cases of persons who were unable to cast their own vote electronically without assistance.

In addition, the vote count was honest, without the possibility of alteration, and the proclamation of the vote was timely.

The observers were free to check, directly and indirectly, all the stages of the voting process before, during and after the referendum.

D3S_0313The IOC, analyzing all the elements above, finds out that the Referendum for the Independence of Veneto, which took place from the 16th until the 21stof March 2014, was held according to the principles required by the international organizations and, in particular, the principles of the CSCE/OCSE Document of the Copenhagen Meeting of the 26th of June 1990.

The IOC considers that the use of electronic voting in a controlled environment, such as the Internet, provides greater security and secrecy than what the conventional systems may do and that the telematics procedure of this Referendum is innovative, since it minimizes the possibility of electoral fraud.

The IOC considers that the minor irregularities and some difficulties before and during the vote can be minimized through the creation of a permanent federal structure, in order to better organize the process of e-voting.

The IOC President invited its members to meet in Venice, in order to discuss the recommendations of the Final Report, on the 27th and 28th of March 2015.

Gianluca Busato, who has so commented: “The IOC, in accordance with the provisions of the international law, confirms the free and democratic expression of popular sovereignty of the Venetian People in favour of the independence of the Venetian Federal Republic, with a voting majority which is ‘plebiscitarian’ and unequivocal. Today the referendum for the independence of Veneto officially becomes an institutional and politically binding fact “.

“Plebiscito.eu thanked the IOC for its high professional and ideal practice that allowed the Venetian People to exercise and see recognized its right to self-determination, in accordance with the principles, standards and procedures prescribed by the international law.”

‘We can assume as definitively ceased all the needs to carry out any other institutional verification of the will of the Venetian People, because every other attempt to play a new regional referendum would be useless, harmful and disrespectful of the already certified popular sovereignty. Now officially starts a phase of relationships together with all the states and the international organizations towards the recognition of the independence of the Venetian Republic”

INTELLIGENZA ARTIFICIALE, UNA MATERIA POTENZIALMENTE RIVOLUZIONARIA PER IL FUTURO DELL’UMANITA’?

AISi intensifica il dibattito attorno alle potenzialità e anche ai rischi dell’intelligenza artificiale (AI). Alcuni scienziati ed investitori firmano una lettera aperta, compresi il cosmologo Stephen Hawking e l’imprenditore seriale Elon Musk (co-fondatore di PayPal, SpaceX e Tesla Motors). La lettera non vuole alimentare paure millenaristiche, mettendo in luce sia gli effetti negativi sia quelli positivi dell’intelligenza artificiale al fine di approfondire un dibattito scientifico su una materia potenzialmente rivoluzionaria per il futuro dell’umanità. Essi ritengono che l’intelligenza artificiale possa essere potenzialmente più rischiosa del nucleare. I maggiori progressi si registrano nel riconoscimento vocale e di immagini e nei veicoli a guida automatica.

Con la locuzione intelligenza artificiale si intende generalmente l’abilità di un computer di svolgere funzioni e ragionamenti tipici della mente umana.
L’intelligenza artificiale è una disciplina da tempo dibattuta tra scienziati e filosofi, la quale manifesta aspetti sia teorici che pratici oltre che etici. Nel suo aspetto puramente informatico, essa comprende la teoria e le tecniche per lo sviluppo di algoritmi che consentano alle macchine (tipicamente ai calcolatori) di mostrare un’abilità e/o attività intelligente, almeno in domini specifici.
Uno dei problemi principali dell’intelligenza artificiale è quello di dare una definizione formale delle funzioni sintetiche/astratte di ragionamento, meta-ragionamento e apprendimento dell’uomo, per poter poi costruire dei modelli computazionali che le concretizzano e realizzano.

Sempre Elon Musk ha addirittura avvertito gli ingegneri che si occupano di intelligenza artificiale di “stare molto attenti” a non creare robot che potrebbero governare il mondo. Suggerisce piuttosto la necessità di istituire una supervisione di governo “a un livello nazionale e internazionale” sul lavoro degli sviluppatori di intelligenza artificiale, “per essere sicuri di non commettere qualche enorme sciocchezza”.

“Una macchina davvero intelligente”, ha inoltre affermato Hawking, “comincerebbe a gestirsi da sola e si riprogrammerebbe a una velocità sempre maggiore. Gli umani, che sono limitati dalla lenta evoluzione biologica, non potrebbero competere e sarebbero sopraffatti”.

Tali allarmi secondo molti altri scienziati e tecnici appaiono però ingiustificati e sembrano una tardiva replica a un filone già ampiamente sviluppato a livello cinematografico con film quali 2001: Odissea nello spazio, Terminator, Blade Runner Matrix.

In attesa di sapere cosa ci riserva il futuro, già oggi nella Silicon Valley si stima vi siano 150 start-up focalizzate sull’AI.
